Roy is an Explosives Enforcement Officer (EEO) with the Bureau of Alcohol, Tobacco & Firearms (ATF). He has been with the ATF since May of 1996. A certified Bomb Technician through Hazardous Devices School (HDS). Assist Special Agents, as well as state and local officers in explosives investigations, ATF/ETB Dive Team member, Underwater Explosives Recovery Specialist (UERS) Diver, SDI/TDI and USN certified since 1988.

Co-developer and Instructor for the UERS Course. This course is designed for Bomb Technicians that are certified divers and is given each year with the assistance of the Edmond Police Department, Edmond, Oklahoma. An instructor at Naval Explosive Ordnance Disposal School, formally in Indianhead, Maryland. A certified instructor in explosives related training, Improvised Explosives Devices (IED's), UERS, SDI/TDI, Post Blast Investigation (PBI) and Search Techniques. A certified USN Second Class Diver, mixed gas SCUBA and Hardhat and an SDI/TDI Diver of various disciplines.

He has been involved in numerous explosive investigations from TWA Flight 800 to car bombings in Bogotá, Colombia. A former U.S. Navy Chief Petty Officer, Senior EOD Technician that deployed to and operated in Desert Storm where he performed numerous recovery, map and destroy, recon and search Dives.

An active member of International Association of Bomb Technicians and Investigators (IABTI) and the technical diving community. Constantly seeking knowledge in both the diving and explosives field that can be passed along to fellow techs and divers.
